Ok, did some digging. Try going to Settings>Apps>Special App Access>Device & App Notifications, select Android Auto, then turn off Allow Notification Access. Then go to Settings>Apps>Special App Access>Do Not Disturb Access​ and make sure Android Auto is "Not allowed."

The tricky thing here is that I'm not sure if having to turn off Notification Access for Android Auto will still prevent notifications from coming through.
